Kondisi ini membuat ruang gerak pemerintah daerah untuk mengembangkan potensi wisata terbatas, karena akan berbenturan dengan hukum. "Pengelolaannya tidak bisa sembarangan, ada regulasi yang harus kita siapkan dulu karena ini menyangkut kawasan hutan lindung dan hutan produksi," kata Muslizar, Rabu 29/9/2021. Salah satu hal terpenting untuk mendapatkan izin mengelola hutan menjadi objek wisata disebutnya, harus memiliki kajian analisis mengenai dampak lingkungan Amdal kawasan pariwisata. "Ke depan pariwisata akan menjadi PAD kita, selama ini terabaikan karena belum ada qanunnya," ungkap Muslizar. Muslizar tidak menampik, kalau pengelolaan dunia wisata Aceh Tamiang terkesan terlambat, karena memang diakuinya baru ditangani serius dalam tiga tahun terakhir. Hal inilah yang membuat potensi wisata Aceh Tamiang belum bisa mengejar daerah lain.
